[IUG] message.conf file

We've got "Forgot your PIN" set up and working ins staging now (hooray!)
and would like to change the
wording of a couple of it's  messages. It looks like that we need to set
up  messages.conf to do that.

Does anyone know, if we leave messages out of the file if the system
will simply use its normal system
messages for that or if ALL messages need to be included in the file?

I copied out the sample in the manual as a starting point and hope that
it's basically all the system messages.

Any help on this front would be welcome.
