Why the encoded characters work on custom pages and not on the
system-generated form is probably something only III can answer. I
suspect it's an oversight on their part. Suffice it to say that this is
not the only diacritics problem III has.
You can paste the literal characters into your wwwoption, and both forms
will render them correctly. See

Granted, this is kind of a hack, since those literal characters should
really be encoded, but we do what we gotta do. I've tried putting in a
META tag to explicitly declare a charset and using the numeric encoding
instead of named encoding (ñ vs. ñ), neither of which
worked.
