Confirmed. I increased my Firefox 3.0.1 cache on my XP machine at work and
the file loaded with no problem.

(I did check last night on my Vista PC, and the file didn't load there --
but that was before I saw this info from David about increasing the cache.)

It's a caching problem. Check your cache settings. If they are set to 128MB
or less, this file won't load. IIRC, Firefox won't put a single file that is
bigger than half the max cache into the cache. If I set it to 128MB, then
Firefox chops the file at 64,000 KB. If I set it to 64MB, then Firefox chops
it at 32,000 KB.

Set your cache to 135MB or higher and it will download fine.

That said, since 128MB is the default cache size, you could help your
patrons out by just shrinking the file a little by optimizing it in Acrobat
rather than depending upon what the Xerox scanner created. Just a quick
optimization even in 6.02 yields a file that is less than 12MB.
