Tina,
When we experienced an export problem, we found that our IT Dept. was disabling software called "Hotline" when updating a device. "Hotline" provides the connection between OCLC and the Innopac server - at least at our college. Whenever the device is updated, our IT Dept. has to unblock "Hotline."
These are my notes from our exporting woes in 2005, so there may have been changes since then. I know this was a difficult problem to diagnose and kept us from exporting for a length of time.
