[IUG] pverify2_web form

I wonder if anyone can point me in the right direction with LDAP and WAM 
authentication.
I had to hurriedly change the pverify2_web form to re-instate the 
barcode+PIN login option alongside the LDAP one.

However the form does not seem to honour the non_LDAP list of  patron 
types and allows all users to login using barcode and PIN.
Only the non-LDAP types should be able to login....

e.g. patron type 20 is not able to use barcode and PIN in pverify_web_s1 
but is in pverify2_web.
Patron type 20 can also login with LDAP so in this instance they can use 
either side.

The WAM table is being honoured after the login.

I cannot see anything special in this form other than it cannot be 
scoped or tested in staging.
