[IUG] "Cancel if not filled by" - can this message be modified?

We are running v.2006 w/WebPac Pro.
 
When someone places a request, they are sent to the Request Verification page.  On this page, they must first "Choose a pickup location" from a drop-down menu, then it offers:
CANCEL IF NOT FILLED BY: with 3 drop-downs for month/day/year.
 
People often feel they must fill this in, then enter an unrealistic date which turns out to be too short, and the request is cancelled.  Then they get upset that they must place a new request, putting them at the bottom of the queue.
 
The manual says this is "hardwired", which makes me think we cannot change this.  Simply adding the word "(OPTIONAL)" would help a great deal.
Does anyone know if we can edit this?
