Actually, I have it on pretty good authority that at some sites, prior to R2007, that the ports 21/1021 would both work for access to the screen accounts/directories. R2007 limits that to just PureFTPd on 1021 and, for security reasons, FTPd on 21 is closed for good.
Undocumented feature or bug? That's for you to decide.
