I concur with what Carol suggests about the order of things with a
caution about whether checkouts or checkins are done first.
Have you been checking in things with offline circ? If so, the system
will handle which is done first when you process the transactions. When
we need to use offline circ, usually a few hours at most, we don't check
anything in through offline because of the hassles of sorting out the
holds activation messages. We just stockpile all the checkins and check
them in after we have processed offline checkouts.
Since it's been a long time without power for you, you are probably
using offline for checkins as well as checkouts. Just be aware that
there will be lots of error/informational messages when you process the
transactions. I would take care of all of that before you clear the
holdshelf. Print your notices last.

checkin, holds to process, and notices to send. Can anyone recommend a
