I don't know if you've been able to solve your problem yet, but I note
that your search statement "bib call # starts with 099" won't work.  If
the data is in a MARC field, the "starts with" operator in Create Lists
ignores the MARC tag, indicators, and initial |a.  To limit your results
to call numbers in MARC tag 099, you could use:

Call #  matches  ^099

I am trying to locate some 230 bib records with the call number "SPEC
JYB-48" and haven't been successful so far. In Millennium, I have tried
with "bib call # has JYB-48" and "bib call # starts with 099" and have
come up empty in both cases.  Below is an actual record with this call
