Never underestimate the boneheaded things that IT people can do. My
hometown IT dept blocks all messages from gmail. Since email is a
handy way to contact people, I contacted them to inform them that they
were blocking a major mail service that would undoubtedly be used by
many constituents. I can't imagine how much spam they got since
finding their addresses was dang near impossible and the town is so
small, I personally called the mayor a few years ago when a blinky
light on the cell tower annoyed me when I walked the dog at night (he
got the problem fixed).

1) This is a service issue and the cure they are presenting is worse
than the disease
2) Few outfits, corporate, volunteer, or public seem to need to go to
the lengths that they do. Why is that?
Unfortunately, some places can't/didn't hire competent systems people
and don't have the sense to outsource a service they're not equipped
to provide. Spam is a real problem, but some places just get obsessed.
The percentage of paper junk mail has always been ridiculous, and you
never hear about organizations implementing crazy rules to get rid of
that even though it takes longer to dispose of. Good luck.
