Jeff,

We had the same problem with our client. We called OCLC and the solution turned out to be modifying the connection settings. Here is what worked for us:

On the Tools menu click Options.
Select the Export tab.
Select the listing called "Gateway Export: <your ip address>" and click edit.
Clear the "Permanent connection" checkbox.
