I had the same problem. I was also the only one on milup150_12.exe. I
uninstalled and reinstalled milup142 and have not had the problem since.
That is why I not upgrade anyone milup150_12.exe until it is necessary as
it has lots of little problems like this one.

Wow!! I have been having this problem ever since I upgraded to
milup150_12.exe. For me, it doesn't just happen in MilAdmin, but in all
Millennium clients. It is intermittent - and there does not seem to be
any common thread. When it happens, I have to close Millennium and log
in again. Sometimes, I have to do it several times before I am able to
type anything into any input box. Because of this issue, I am the only
one in my library running milup150_12.exe - everyone else is using
milup142 and no one else has experienced this issue.
I spoke to someone at the help desk when this first happened to me
(right after we upgraded to Release 2006 and I installed milup150). I
don't think a call was ever opened because the person that I spoke to
could not see or replicate the problem.
I'm feeling a bit vindicated (and less crazy) myself.

I'm not crazy. I don't have a solution but I am grateful for the
vindication and the workaround.
Shutting down and relaunching doesn't always work for
me. Sometimes I have to change the Windows theme on my pc (now you
are thinking that I am crazy after all) and then relaunch. At least
it seems like I get that symptom more frequently with certain desktop
themes, but I am probably really reaching to find a pattern.
It is indeed intermittent and I did not report it because I already
have a few intermittent difficult to document calls open already and
I was afraid III might see a pattern in my reporting.
