My understanding is that yes, a 404 means that III hasn't completed the
server setup for SSL. During that process, III generates Certificate
Signing Request (.csr) and certificate placeholder (.crt) files. So if
you haven't uploaded your SSL Certificate yet, you should still see
*something* generated by the placeholder certificate.
After re-reading the first paragraph of the post, I now see that the
issue isn't just that SSL hadn't been configured, but that the library
opted not to install a certificate in the first place.
