New acquisitions list - directions

Since a handful of folks requested them, I'm offering to all the start to
finish directions we use to generate new acquisitions Web pages using Yuan
Yao's Acq.pl script.  The document was created so I could dump the job on
someone else...oops, I mean delegate the task, so some of the steps are
particular to our institution.  But I think anyone considering the process
and feeling a little lost might find this provides a decent framework.
